Where to put weeping tile / perimeter drain? #green

I have heard of a suggestion to locate drain below and farther away from footing to minimize heat transfer through footing to water rushing through the drain pipe. Also, if my footing is well above the water table, should I orient the holes up (for rainwater), down (rising water) or toward the footing (keep water away from footing)?
