Obama Announces $1bn National Disaster Resilience Competition for Communities by @DavidKThorpe

Speaking in California on Saturday, President Obama responded to demands from state, local and tribal leaders who are working to increase the safety and security of their communities by announcing a competition worth nearly $1 billion that invites communities that have experienced natural disasters to compete for funds to help them rebuild and increase their resilience to future disasters. As we know from elsewhere, communities which take such measures also experience many other benefits. Obama is shrewdly using this offer of cash to create a groundswell of popular opinion in favour of action against climate change, because communities will now be able to see that something is in it for them.
