Well firstly, there is policy outside of Westminster. We mustn’t forget that both Scotland and Wales had in place, and importantly are retaining, their own zero carbon buildings trajectories. London also benefits from devolved powers and has set emissions reduction targets that drive targeted building standards which are, in the latest iteration, proposed at 50 per cent better than Building Regulations for non-domestic buildings. Surely London’s strong lead is one that the cities earmarked in the Budget for taking on new devolved powers - Manchester, Sheffield, Liverpool, Leeds and West Yorkshire - will want to replicate.
