Improve Attic HEAT Zone 2B #green

I am remodeling a 50 x 50 wood structure that did not have tech shield or insulation when built. I have build an apartment in the building (1200 sqft). and insulation (blown) to R38 standards in the attic. However a portion of the attic is not insulated over the non HVAC space. Would 1" foam board with foil be effective in reducing the heat in the attic. The roof is not protected from the sun and the largest portion is facing west. Possiblitiies (foil, foam board, fan ). The attic is vented.
