In the 2008 Budget, the Government set out an ambition for all new non-domestic buildings to be zero carbon from 2019. It was celebrated as a step toward climate change mitigation and a huge opportunity for business. Five years on – and with six to go - exactly what zero carbon should or could mean for the non-domestic sector is still unclear. And the current Coalition is in a bit of a conundrum: they support a zero carbon new buildings policy, but resist so called “red tape”. To avoid inefficient regulation, increasing the carbon standard has to be met with reduced regulation elsewhere – it’s a one-in and two-out approach, calculated on impact to the industry. Building greener should be good for business, but the jury seems to still be out on how building regulations stack up.
